Vala/GObject wrapper #704

I've made a Vala wrapper to TagLib with extra functions : https://github.com/inizan-yannick/taglib-glib this wrapper provide extra properties to Tag (track-count, disc, disc-count, ...) and provide read & write pictures.

Thanks for your work (specially for FLAC saving fix) !
