Support log_level instead of suppress_parse_error_log #13

Current version of Fluentd, which supports log_level to suppress log output by log level. So It would be better to follow up the original implement.

support log_level like original in_tail plugin behavior
suppress_parse_error_log to be deprecated function (remove text from README etc...)

related with #12 . We can do these fixes with TextParser.

Now, v0.4.0, log_level is supported by using plugin logger. And suppress_parse_error_log is also available to suppress unparsed error, without suppression of other warning logs. I will not make it deprecated, because there are any reason to do it.
