Let WebRTC Mobile AEC to be enabed on Android #317

What steps will reproduce the problem?

What is the expected output? What do you see instead?
Currently webrtc mobile AEC is disabed for Android devices (there's a comment 
saying "AECM not working on Android").
It actually seems to work fine instead.

What version of the product are you using? On what operating system?
doubango r992 on Galaxy Nexus (Android 4.2.2) and LG-P500 (Android 2.2)

Please provide any additional information below.
Better results have been reached if the WEBRTC_MAX_ECHO_TAIL is set to smaller 
values (i.e. 100).
