Python 3.13 support #111

  1. Upgrade to support 3.13.
  2. Release 3.13 wheels, and then probably re-release when release candidates happen if ABI changes post-beta.

Looks like #67 is a blocker (the deprecated APIs were finally removed), so I'll fix that in the same PR.
