Remove the obsolete appveyor and travis configurations (neither service is working even before this PR)
Update README with current badges
Remove various metadata suggesting any of Python 2.6, 2.7, 3.5, or 3.6 will work
Remove various configuration that tries to build or test on those Python versions
Remove some obsolete build helpers not used by anything
Fix some deprecated distutils usage
