Addresses #74: test and build with Python 3.11 and PyPy 3.9.

(Stacked on top of #76; will update this PR if/when that PR gets merged.)

Thanks. The cibuildwheel version bump looks like it is for Python 3.11 support? If so, looks good to me, please merge.
