rtl 内のディレクトリ構成を変更する。

config ディレクトリを作成
- 以下のファイルを配置
  - tnoc_config_pkg.sv
  - tnoc_config_defines.svh (tnoc_defines.svh から改称)
include ディレクトリを削除
- 中のファイルは rtl/common に移動
