Add system packages to TOOLS.md #527

Objective here is to

  1. document the licenses (DONE).
  2. document these are installed on demand (TODO).
  3. allow these to be specified explicitly like other tools

And all this is to lead the way towards the linux part of https://github.com/taiki-e/install-action/issues/524
