I guess your changelog doesn't have a release entry.

The error message is from https://github.com/taiki-e/parse-changelog/blob/2f6eca83bc05aa067f94e0b12695385fc9f2f6c5/src/lib.rs#L428. (I should improve the message to something like "no release note was found in changelog")
