ci: run tests on different targets #2298

Summary:

move global_allocator def to the lib under cli feature flag (mimalloc not wasm compatible) in order to run tests with it.
update mimalloc version
run tests in ci on actual matrix target (previously only matrix.os was different for test runs). Had to change some tests because they are failing on some platforms
for windows builds use msvc without cross compilation (that fixes mimalloc compilation error on win build). Because of this we need to change list of the required jobs to pass in github settings for pr
refactored ci matrix build definitions to separate workflow that could be shared
