feat: reimplement `merge_right` using Apollo federation specification #2818

Current implementation of merge_right for a Type always overrides with whatever is available on the right. We would like to change that to follow the apollo specification

Technical Requirements

The specification is documented here https://www.apollographql.com/docs/federation/federated-schemas/composition/#rules-of-composition
Add snapshot based integration tests.
Ensure tests are concise and simple to follow thru.
