Connectivity - 464XLAT carrier NAT is preventing forwarding through exit node. #3911

What is the issue?

A specific double-NAT situation is preventing routing through an exit node.

Opening a bug to track and gather information

Steps to reproduce

The phone reports it's internet-facing IP as 192.0.0.1

We don't have a device to reproduce directly.

I encourage anyone seeing this behaviour to run a bugreport and submit it here or to support@tailscale.com referencing this bug.

192.0.0.1 is an endpoint often used for 464XLAT.
