Describe the solution you'd like Collect Scaleway Public Gateway

Additional context To get an idea of how to implement the collector, take the Buckets resource as inspiration.

I didn't find any api for collecting this resource in scaleway lib

I got feedback from the Scaleway SDK team. To collect Public Gateway you can use this package: https://github.com/scaleway/scaleway-sdk-go/tree/master/api/vpcgw/v1
