Rename `PopoverOverlay` to `PopoverBackdrop` #3308

Now we'll have a <PopoverBackdrop /> component and a PopoverBackdropProps type. We're aliasing PopoverOverlay to PopoverBackdrop and PopoverOverlayProps to PopoverBackdropProps for backwards compatibility.
