chore(dependabot): introduce #1077

Adding dependabot to keep project up to date.

For example actual version of svgo is mark as unsupported.

I have it on my list to update svgo at some point. There are some output differences that have to be tested and verified before we can update. We also generally use depfu rather than dependabot because of how it can batch changes to dependency updates.

Thanks for the PR but gonna close this for now. I'll look into updating svgo soon though — thanks for the reminder.
