Add Svelte support #600

Hello ! I'm using Heroicons a lot in my Svelte projects like a lot of my fellow Svelte developers using TailwindCSS. I think il would be nice to add Svelte support for the Svelte + TailwindCSS community ! ❤️

Hey thank you so much! I think for now this would best be handled as a third-party package, just because I don't want to commit to maintaining this ourselves going forward as none of the maintainers actively use Svelte.
