update(core): Replace cp command with cpy-cli package #721

To make build commands available in shell where cp is not available (i.e. Windows cmd)

Hey! Just gonna leave this for now, mostly because I don't want to spend any time trying to decide if we should add it as a dependency or just use npx like you have here. Thanks though!
