Output file is different on first and second attempts to build #4555

Describe your issue

I'm using Tailwind + Webpack and whenever I try to build, the first build results with fully purged and the second one results with purged as well, but the difference is that the second build output contains styles that are needed in production, and the first build output does not. Even if there is no single change between build attempts the output file is neirly empty in first build :confused:

I was targeting dist folder instead of template files. Purge should've like this:
