Decide on package manager #67

As yarn classic is getting older and older but yarn berry is not yet fully supported by projen, the maintainers of projen tend to advise users to switch to npm.

Should we also do this?

Let's go with npm as this is also the destiny for open constructs foundation and most probably projen
