chore: update omnidb to 3.0.3b #34

This PR updates Omnidb to 3.0.3b.

@taivokasper I understand this is a big change and may not be appropriate in all cases since it requires migrations and whatnot.

In short, we needed to use 3.0.3b internally. I've used your image (thanks!) and updated it, fixing any missing dependencies or errors.

This PR just documents the process for those who want to update.

If it makes sense, maybe update the docker image at dockerhub with a new tag? - to keep supporting 2.x
