question about read_neighbor_cache

I am experimenting more with FBSd 12.1 and BLE. I have a question about: hccontrol read_neighbor_cache command.

If I run this I can see from my system the following devices around:

Why sometimes, some devices start with 'P' some others just with 'R' ?
