Notably:

NO_MAN is now deprecated; it's been switched to MK_MAN=no
le_read_supported_status was renamed to le_read_supported_states
A typo was fixed, master_clock_accracy
LLVM 11 now defaults to -fno-common, which revealed one duplicate definition in lehid

I have a WIP port for this, and I'd like to see if I can integrate use of these tools in the base bluetooth-config(8) script at some point.

Also: I MFC'd the master_clock_accracy typo fix in r366395 and I do intend to try and get that into 12.2 release.
