Replace AM_CONFIG_HEADER #9

AM_CONFIG_HEADER was fatal in 1.13.1 but was reverted in 1.13.2. The bugs 
should still be handled for future 1.14!

Plain replacing AM_CONFIG_HEADER with AC_CONFIG_HEADERS is enough.
