Describe the bug SPELL_EFFECT_MODIFY_THREAT_PERCENT not working at all

To Reproduce Steps to reproduce the behavior:

  1. Just use Warlock's Soulshatter
  2. Nothing happens - no threat reduce

Expected behavior Should reduce threat
