Create metadata on maps

Support QGIS map format and convert it to ISO19139 records.

Informations extracted from the map:

• map title
• unit
• projection
• bounding box
• list of layers (linked in data quality section > source) - support vector or RASTER files

Parameters:

• scan_map (boolean): Scan for maps
• scan_map_and_datasources (boolean): For each datasources find in a map, create metadata
• title_prefix_map (String): Metadata title prefix for maps
• map_data_dir (String): The folder to scan for maps
• map_file_extension (String): Map file extensions
