Large offsets returned by Solver for SUBSTRIP96 #27

Mostly for posteriority and record keeping... Solver is returning horizontal offsets of ~100s of pixels for SUBSTRIP96 exposures when they should be minimal. Need to implement bounds in the Solver Chi-squared minimization.
