Tweak CI versions (add 24.0) #150

I quoted the versions, since those are strings (e.g. 24.0 is understood as 24, a number).

If 9ccf511 doesn't fix CI, I'll propose setup-beam as an alternative.

CI starts for 24, but there's a test that's failing... the action's empty output is not very helpful, though 😄
