Problems with rebel reputation / innkeeper Norman #2

When you first request the taxes from the innkeeper, but then pay him 10 GP, then it is not possible to do the quest to become a member of the rebels.

Also, he will say "We accept you BACK", when you can pay the 10 GP, but this doesn't fit the context since you haven't been a member of the rebels yet.

I did a commit to make it possible to ask for the supply quest, even if you made the Innkeeper give you the taxes first. I'll have to think about how to adapt the dialogue of the reputation reset to make it fit better.
