Added line to create users table and stubs for add_user() and remove_user()

I'm fine with merging this as soon as you resolve the merge conflicts. Cleanup torrent.py first though :)

I'll comment on a few other things that will need changed.

The bencode module was pulled out of it's package, what's the main reason for doing this? It complicates a few things for me because it breaks the automated testing that is already in place, I'm not against it just want to understand the reason for it.

We can close this PR since you opened a new one that is structured a bit better.
