what are the steps to use this plist file on the mac machine?

Plist files are useful for creating Configuration Profiles. If you're using Profile Manager, Jamf Pro or other MDM, you can create a Configuration Profile with a Custom payload and upload a plist to it. Deploy the Configuration Profile manually or using APNs.
