Make resting penalty more noticible. #392

Idea 1: add a -30 and then a clock symbol above the players head every time they rest. Idea 2: have a -30 drop down from the timer itself showing that time was lost

Looking for a clock icon to pop up above the players head to show time is being loss (-30 and then clock)

Art is in for a simple version that doesn't fade

more complicated version that does can be done as polish
