Generic line selection/copy/etc commands #82

jetbrains currently has a series of helpful line commands https://github.com/knausj85/knausj_talon/blob/98eaf9a7e926a394026754940e73a0ebf77e187f/apps/jetbrains.talon#L278

I think it makes sense to bump this out into there own thing, perhaps with a tag. Useful in non-coding apps like word etc too. Certainly should be part of ide.talon, at least.
