This is working as designed. The option applies only when opening new files
from the Finder, not when browsing.

Thank you for your answer. Let me turn this into a feature request then, at
least so that I can somewhere choose between those modes or that I can assign a
keyboard shortcut to open the next image as fit to screen. I especially loved
it in Xee 2 since I do a lot of image reviewing per day - at first I want to
see the whole image and then zoom in to look at the detail. Currently it is one
extra click for me to revert the zoom before browsing to the next image.
Thank you for the app, it is still one of the most versatile image viewing apps
for the mac. I'm sure to convert once the trial ends! :)

I'll second this, since the desired behavior would match Xee 2's current
behavior.
I can't even think of a use-case where the current behavior (keep zooming all
viewed images at the current level) is desired, but I can think of plenty where
the behavior "display next image as fitted to screen" makes sense.
