Certain forums on TF have special rules. I need to add a postmeta key that flags these forums with a short notice.

This notice can be displayed on the new topic and new reply form when a user is about to post in a forum which is subject to special rules.

Added an optional meta box to forums which, if populated, will display a custom notice to users whenever they are attempting to post in a forum with special posting rules.
