Group : Additional Metadata Required #754

group sub-type : 

Currently groups have a type field to distinguish between different types of 
groups ; 

 committee
 government
 ministry
 office
 parliament
 political-group
 political-party

These types allow creating gruops with different behaviors and allow creation 
of groups of these specific types.

There is also a need to sub-type within a group : 

"government" group type can have sub-type "shadow", "elected" as 2 sub-types
"ministry" group type can have sub-type as "ministry", "ministry-of-state" 

A group can have only 1 sub-type 

acronym :

a new field acronym is required See Issue 747

group number : 

a new field group number is required See Issue 747, where there is an example 
of "parliament number "

group sort order :

A sort order is required for groups. This is used for e.g. when listing 
ministries , you may want to list the ministry of the prime minister before all 
other ministries, and lets say the finance ministry before other ministries

It think this type of fine-grained group ordering is best left to the XMLUI
or other reporting tool used by a parliament to customize the output from 
Bungeni.

Container listings support field-level sorting: This could be adequate for most 
use-cases.
