updates quarkus to 0.16.1
uses Quarkus runner profiles to define faces project stage

closes #5

For some reason the formating has changed (I think it is the quarkus formater), see the diff without whitespaces

can we leave the MF dependendy as snapshot for now? we can increase after the real M1, which i would like to do after all issues with quarkus are solved
