dashtop.sql - added INST_ID column #37

Hello Tanel,

I've added the INST_ID new column to dashtop.sql and tested it on my production DB (Oracle Database 19c Enterprise Edition 19.13.0.0.0). Seems that it works :). I hope that all is fine from your point of view.

merged, thanks. I also added another alias, sql_plan_op (that is sql_plan_operation||chr(32)||sql_plan_options).
