is blizzard opened some api for this websocket server?

This fork is rather stale as I have not been in touch with the W3Droid community for a while.

Pad (original author of https://github.com/W3Droid/w3droid) was investigating opening a game state API for wc3, but I don't know if he took his work private or stopped development entirely. You might want to find Pad in one of the wc3 discord servers and see if he's still looking for contributors on his project:
