• add handler for batchAdminSetResourceWithSignature.
• add handler for batchExecuteProposalsWithSignature.
• Handle ProposalBatchSigned event.

Tests will fail ofc, since the setup for batching is not included in the main tangle, yet. we are going to test locally for now.
