[BUG] CI Failure in Auto Publishing `tangle-substrate-types` to NPM #759

The auto-publishing Github Action for tangle-substrate-types to NPM is currently broken, possibly due to an expired or invalid NPM token. Further investigation is needed to resolve this issue.

Might even consider auto generating types when the runtime changes. i.e. whether it's feasible to auto-detect runtime change
