[TASK] Improve user experience to locate public key in Transfer

Problem

Based on user feedback, some users have difficulty locating the required public key during transfers.

Proposed Solution

Provide informative tooltip at Public Key input component to help users to understand the purpose public key, and where to locate it in the UI by linking the user directly to the doc site. The tooltip will open when user taps on the info icon.

Tooltip Title: "Recipient Public Key" Content: The recipient public key represents the shielded address linked to the intended recipient's account for the transfer. *Note: this is not a wallet address.

Button Functionality:

• When the user clicks the "Learn More" button, it should redirect user to this link: https://docs.webb.tools/docs/dapps/hubble-bridge/usage-guide/transfer/#6-input-recipient-shielded-address
