[SPEC] Tangle Governance UI on EVM

Objective

Design a comprehensive Governance UI for Tangle Network on EVM. This UI will provide Tangle community with tools to create proposals, vote on them, manage treasury funds, and engage with the various governance mechanisms of our protocol.

Potential Features

• Proposal Creation and Submission: A mechanism for creating, submitting, and tracking proposals.

• Voting Mechanism: Allow users to vote on active proposals with live vote tracking.

• Delegation: Functionality to delegate and revoke voting rights.

• Proposal Browsing and Discussion: Filter, browse, and discuss proposals (on commonwealth or any forums).

• Referendums and Polls: Conducting polls or referendums.

• Treasury Management: Oversee treasury funds?

We shouldn't prioritize voting on the interface, just linking to PolkadotJS at the start to handle voting. What we should allow is

• Proposal creation
• Proposal viewing
• Linking from proposals to forum for discussion, PolkadotJS Apps for voting/delegation

We shouldn't have treasury management in here, that can be done using

• forum
• PolkadotJS apps

It's very simple, please don't overcomplicate. It's a UI for creating and viewing Webb proposals specifically. These proposals end up being viewable on PolkadotJS Apps by their very nature. We shouldn't complicate our UI with voting/delegation/referendums/other non-webb proposals/treasury management, etc. @monaiuu
