Dynamic Command and Attribute at the Device level #118

Dynamic Command and Dynamic Attribute can be defined at the Class level and at the Device Level. The behaviour of overriding Dynamic Class Attribute by Dynamic Device Attribute should clearly state in RFC-15.

For example for the Command, a Dynamic Device Command can not redefine a Command already existing in the Class level.
