Add specific protocol for the Sign up and Sign out of Device Server #86

The Database RFC should describe more in details the export and unexport protocol and meaning. In the same time clearly separate which commands are intended for client (Import, ...) and for server (Export, Unexport...).

This is needed by the RFC 8 Device Server. This request is open to suggestion ie the protocole should be describe in RFC8/DeviceServer or in the database RFC.
