HOWTOs need to be moved to sphinx and updated #16

There are a number of HOWTOs on the web site: 

http://www.tango-controls.org/resources/howto/

We need to convert them to Sphinx and update the ones that are still relevant. Some of them can be removed. To be discussed which ones.

According to #1, those should be in the Tutorials part of the documentation.
