Removed white border around traffic signals #53

When using the label-11.yaml theme, the traffic signals have a white border around them that doesn't look intentional. I've had a go at removing that border here, but you may want to run this by your graphics team who could probably do a better job than me!

I'll review with @sensescape but generally I agree with removing the white halo. The icons here come from a separate repo, https://github.com/tangrams/icons/issues/19 tracks the work and then we'll file a new PR here for Cinnabar to pick up the pixel perfect artwork changes versus merging this PR directly.

Heads up about some planning here at Mapzen – I have an artist working on contract now to draw more icons for more random things like bench and waste bin and poles that might be useful for you to show in the StreetComplete app. If you have any requests please let me know.
