Is the highway network recorded in OSM as a relation? (network=XX:YY)
At first glance, no. Checked a handful of major state routes and didn't find the required tagging.

Is there public domain vector artwork?
The State of Vermont uses a glyph font for it's maps. DDVVT07G.zip

TagInfo says there are 108 uses of US:VT:

BR and BUS are both used for Business Routes

This has been completed and is checked into the Illustrator files, but is awaiting publishing.

The BR and BUS will probably wait for next version.
