Only show "big" peaks at early zooms #10

When looking at San Francisco and Marin Headlands areas, we're seeing a ton of peak icons for any random peak.

Let's reuse the same technique for transit stations where we use the tile_kind_rank to limit selection to a couple, adding in more, than revealing all.

We'll also be adding peaks to earlier zoom vector tiles.
