Dashed casing for road tunnels #12

Tunnels are awkward now, but Tangram v0.7 supports dashed lines. Try using that for the tunnel casing?

Also, tunnels at mid zooms are hard to find? See devils slide tunnel south of Pacifica.

dashed lines not working for tunnels, not sure why

tried commenting out lines and just using dashed here: https://github.com/tangrams/outdoor-style/blob/9b1760dd8a1cfbd2ce937fa30d30827bd19e94f7/outdoor-style.yaml#L1340-L1348

for now reworked tunnels and made some shades a bit darker

Worked with @nvkelso some more with this and running into problems where we can't apply the new line dashing to the outline portion. Waiting for @bcamper to return from vacation, moving this to v1.1 milestone.
