Add bicycle=no styling to major roads

Looks like we did it for minor roads and smaller.

Still skip including it on highways?

We should only show the bicycle=use_sidepath case at zoom 17+, maybe the same is true generically for major roads without bicycle.

If that's the case (min_zoom 17 on the filter), then we could do highways, too:
